Introduction
In Singapore, the SwimSafer Programme is the national water safety syllabus taught in schools and swim schools. It equips every child with essential water survival and swimming skills.
Introduced as part of Singapore's drowning prevention strategy, SwimSafer is mandatory for all primary school students and has become the gold standard for water competency across the nation. The programme progresses through 6 stages, teaching children everything from basic water confidence to advanced rescue techniques.
But here's what's new: From 2025 onwards, SwimSafer assessments format has changed. SwimSafer assessments now follow the Centralised Assessment Model (CAMS), meaning parents and students must adapt to new booking procedures, schedules, and reporting requirements.

At Isplash Swim School, we have been guiding children through SwimSafer Stages 1 to 6 since 2015, and we’ve already helped families transition smoothly to the new CAMS format as part of our kids swimming lessons.
Since the official CAMS launch in July 2025, over 800 students in our kids swimming lessons have taken assessments under the new assessment format, achieving a cumulative passing rate of over 98%.

Understanding the CAMS SwimSafer Assessment
Previously, SwimSafer tests were arranged by swim coaches and swim schools at flexible timings and approved venues.
With the new CAMS format, all assessments are now centralised and standardised by Singapore Aquatics (SAQ). This shift brings standardisation, digital tracking, and stricter protocols - but it also means more administrative responsibility falls on parents' shoulders.
Here’s what has changed under CAMS:

Your swim coach can no longer simply "arrange a test date" for your child - everything goes through CAMS portal.

📌 Registration – Parents must personally register students directly through the CAMS portal.
- Create separate accounts for yourself and your child (each requiring unique email addresses)
- Link your child's profile to an NROC-certified swim coach or swim school
- Wait for coach validation before you can proceed to payment
- Complete the booking and payment process independently

📍 Venues – As of 1 July 2025, there are only five approved swimming complexes:

👩👦 Profiles – Students’ profiles are created in CAMS, with linked parent and child accounts for bookings.

📝 Certification – Successful completion is tracked digitally, with e-certificates issued via the CAMS portal.

📝 Mandatory Online Theory Test - Here's a critical change many parents miss: passing the practical test isn't enough anymore.
Students must also complete an online theory test within 7 days after their practical assessment on the official CAMS platform. The quiz may be attempted once the coach has validated the student’s test booking. No theory completion equals no certificate issued, even if they passed the practical component.

How to Book a SwimSafer Test?
There are currently two main ways to book a SwimSafer assessment. In both cases, the booking must be coordinated by a certified and registered SwimSafer coach, and parents cannot just walk in and take the test.
Method 1: Private Testing
This is a parent-led booking.

Parents create a CAMS account and register their child under the system.

You will be asked to select your child’s coach (the coach must be register in CAMS).

You choose an available test slot and make payment through the CAMS portal.

After booking, the coach must verify the child’s registration in the system.

Once verified, the student can proceed to complete the online SwimSafer theory quiz.
Important:

The quiz typically has a deadline of 7 days from the scheduled practical test date.
Method 2: Mass Testing
This is a school-led / swim school–led option.
- The swim school coordinates the CAMS submission in bulk for a group of students. To opt for this method, the school must fulfil additional requirements such as meeting a minimum number of participants and providing administrative support on the actual test date.

Slots are reserved by the school directly with Singapore Aquatics.

Parents do not need to individually choose the timing or venue – the school coordinates everything.

The school also helps to brief parents on reporting time, attire, and reminding parents on important deadlines.
This option is commonly used by swim schools like Isplash when we conduct centralised “mass test” sessions. It helps:

Know the SwimSafer Test Requirements
Each stage has must-see criteria:
- Stage 1–2: Entry & exit, floating, basic strokes, survival techniques.
- Stage 3–4: Endurance swimming, underwater retrieval, rescue skills.
- Stage 5–6 (Bronze/Silver/Gold equivalent): Distance swims, clothed survival, towing, complex rescue drills.

As students complete each SwimSafer stage, they progress to the next level in a structured and systematic manner. To motivate and recognize their development, students receive a new Isplash swim cap as they advance.
Each swim cap features stars, where the number of stars reflects the SwimSafer stage the student is currently preparing for.
This visual progression helps to:
- Encourage children by recognising their achievements
- Allow parents to clearly track their child’s learning journey
- Help coaches maintain consistent training objectives across classes
How to Help Your Child Succeed in the SwimSafer Test (2026)
A. Ensure Training Matches the Test Requirements (Especially Pool Depth)
Is your child having swimming lessons in a condominium pool or private pool (such as an indoor pool)? If yes, this is a crucial tip.
If your child does not train in an ActiveSG swimming pool, the pool layout and depth might not be optimal for practising certain components.
For example:
- In Stage 4, a student must perform a feet-first surface dive through 2 hoops in a pool of at least 1.4 m depth.
- In Stage 5 and 6, the underwater components require a pool that is at least 1.8 m deep.
If your child is learning in a pool that does not have this required depth, we strongly recommend speaking to your child’s swimming coach to:
- arrange practice sessions at a pool with sufficient depth, or
- schedule mock runs at an ActiveSG or similar deep-water pool before the CAMS assessment.
This helps ensure your child is not experiencing deep-water skills for the first time on test day.
B. Attend Mock Preparation Lessons at Isplash
One of the best ways to prepare is through mock SwimSafer sessions, which we conduct before every test cycle.
- Kids practise the entire test sequence in order, including jumps, dives, swims, and survival drills at the correct pool depth.
- Coaches assess and give specific feedback.
- Parents get updates on whether their child needs improvement in any components.
💡 This is especially important now under CAMS, since slots are fixed — we want to ensure your child enters the test ready and confident, not “just trying.”
C. Build Consistency, Not Cramming
With CAMS, there are fewer opportunities for last-minute registration changes. That’s why consistent attendance is more important than ever.

- Consistent attendance in weekly group or private swimming lessons for steady progress.
- Holiday Intensive Programmes (6 sessions in 2 weeks) for those preparing for upcoming CAMS assessments.
- Avoiding unnecessary absences since makeup slots are harder to coordinate under the new model.
D. Practise in Clothing for Survival Drills
All the SwimSafer assessment has components that require participants to swim in clothes. Many kids struggle the first time because of the added weight.
To help, Isplash coaches conduct clothed-swimming practices during regular lessons so that students:
- are used to the feeling of swimming in clothes,
- understand how their body moves differently, and
- stay calmer and more confident during the actual CAMS assessment.
This significantly reduces panic and improves performance during the survival and rescue sections of the test.
E. Supporting Your Child’s Confidence
With stricter assessment structures, children may feel extra pressure. Parents play a big role:
- Stay encouraging, not pushy.
- Praise effort and progress, not just results.
- Remind them that the test is about safety and learning, not perfection.

F. Be Prepared for Test Day (CAMS Format)
Under CAMS, parents will receive a reporting time and venue confirmation via the system. To help your child feel ready:
- Arrive early (at least 30 minutes) as reporting late may risk disqualification.
- Ensure CAMS registration is completed in advance.
- Pack all essentials: goggles, swim cap, clothing (if required), water, and snacks.

What Happens If a Child Does Not Pass the Practical Assessment?
If a child does not meet all the required must-see criteria during the practical assessment, they will be marked as Not Yet Competent for that stage. This is a common part of the learning process and simply indicates that more practice is needed for certain components.
Parents will be able to view the detailed assessment results on the official CAMS portal, where the specific components marked as incompetent will be clearly indicated.
Based on this feedback, parents can work with the coach and the school to focus on improving those components. Once the child is ready, parents will need to re-register the student for the next available assessment date to attempt the outstanding components again.
Lastly, Don’t Forget The SwimSafer Online Theory Quiz
Under the new CAMS system, passing the practical swimming assessment is only half the battle. The online theory test is mandatory, and many families don't realize just how critical and time-sensitive this requirement is.
Why the Theory Test Matters
SwimSafer isn't just about swimming technique - it's about water safety knowledge. The theory component ensures your child understands:
- Safe swimming practices and pool rules
- Water hazards and how to identify them
- Basic rescue concepts and emergency responses
- Personal water safety strategies
- Environmental awareness around water bodies
SwimSafer Online Theory Quiz Requirements
- Strict 7 Days Requirement to Complete the Quiz on CAMS Platform
- Participants must complete the Online Theory Quiz within seven (7) days after the designated practical assessment (eg. Practical assessment date 1st July; participants will have up to 8th July to pass the Online Theory Quiz).
- Passing Score - 90% minimum to pass
- Extension - A one time extension can be applied if participants miss the deadline but it has to be applied before the deadline. There is also an admin fee of $5.00.
- No Theory Equals No Certificate - Even if your child aced the practical test, they will NOT receive their SwimSafer e-certificate until the theory component is completed and passed. There are no exceptions.
Singapore Aquatics provides study materials through the CAMS portal and SwimSafer website. These typically include:

- Sample questions and practice quizzes
- Model answers and explanations
- Video demonstrations of safety concepts

Pro Tip from Our Coaches: Treat the theory test with the same importance as the practical assessment. Schedule a specific time within the first week after the practical test, prepare properly, and complete it while the swimming experience is still fresh in your child's mind.
What happens after Practical Assessment and Online Theory Quiz Completion
- Practical assessment results will be available forty-eight (48) hours after the practical test day.
- Parents, Coaches or Swimming School Admins can also view the results on the CAMS Platform
- If results are not available, please ensure the participant has completed the Online Theory Quiz within seven (7) days of the Practical Assessment.
- Digital Certificates will be available only when the participant has completed both the Online Theory Quiz and the Practical Assessment.
